Phillip A. Washington was appointed to the position of Assistant General Manager (AGM), Administration for the Regional Transportation District (RTD), Denver, CO in July 2000. He holds a Bachelor of Arts degree in Business Administration from Columbia College and a Master of Arts degree in Management from Webster University.

As RTD’s AGM of Administration, he directs the following divisions: Finance, Materials Management (Procurement), Information Technology, Human Resources, Treasury, and Disadvantaged Business Enterprise (DBE).

Phil is a key senior staff member of arguably the most dynamic transit agency in North America, which is engaged in the largest transit expansion project in the nation. The twelve-year, multi-billion dollar capital project called FasTracks, will change the face of the Rocky Mountain and Denver metro regions and represents the largest transit-only voter approved program in the entire country.

In October 2006, he was appointed by the Office of the Mayor of Denver to serve on the City’s Diversity in Safety Task. In November 2007, he was selected as one of a 12-member United States transit team for the fall 2007 Transit Cooperative Research Program (TCRP), International Transit Studies Program. Also, in 2007, Phil was appointed by the Office of the Mayor of Denver as Co-chair for Transportation for the 2008 Democratic National Convention. Most recently, in February 2009, Phil was appointed by Governor Ritter to serve on the State of Colorado’s Workforce Development Council.

Finally, prior to Phil’s transportation industry experience, he had a storied 24-year military career, retiring as a highly decorated Active-duty U.S. Army soldier, having attained the highest military enlisted rank, that of Command Sergeant Major, (E-9).
